I can't get the achievement even I place scaffolding to the maximum world height limit.

I created a survival world in almost ten years ago and play it until now,Β it isn't a specific survival world.
If you create a new, different world and try to complete the achievement, what happens?
Can you please provide exact repro steps, of how you are trying to complete this achievement?
