Pushing the PISTON block counts as a block in the OBSERVER. When the PISTON block is active, the OBSERVER is also active. This was not the case in the past and it has never failed to detect blocks up close.

Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete.
