Steps to Reproduce:
Create a new world
Find or build a place more than 3 blocks higher than another
Place a boat and ride on it
Ride the boat down the 3-block drop
Observed Results:
Passengers (Players and mobs) take fall damage
Expected Results:
Passengers should not take any fall damage
