[MCPE-173463] The bug that you can't catch fish in the bucket has occurred again

MCPE-94520 appeared to be fixed, but we had a similar bug in 1.20.12.
I ran into this bug while playing multiplayer on bedrock edition.
However, since this bug did not occur in rivers, etc., the cause of the bug has not been elucidated.

Empty buckets can no longer be used to collect fish, which is intentional per MCPE-135268. You will need to use a water bucket.

This is not a duplicate of MCPE-135268. It explicitly references MCPE-94520, in which fish could not be collected, even with a water bucket. Please read better.
