[MCPE-173973] Bloom effect does not apply on Android Deferred Renderer

When the Deferred Renderer and the Bloom Toggle are enabled, it does not show the Bloom effect on Android devices.

I think the reason why is because in the renderer folder, when you go to the bloom folder it only shows pc_bloom_configuration and xbox_bloom_configuration but there's none for andriod so I think that's the reason why.
