Elder Guardians are not spawning in ocean monuments on survival while on easy, normal, or hard mode. Regular guardians still spawn outside the monument. The monuments had never been visited before.

Hello, Thank you so much! And for such a quick response. I did not realize that the area must be loaded in survival, and not in peaceful to begin with. This solves my issue.

Are you able to reproduce this in a newly created world? If yes, can you please supply the coordinates and seed?
Keep in mind that elder guardians don't respawn. If the area around the ocean monument was ever loaded in peacefull difficulty, they are removed from the stucture and will not respawn.
