As I was transporting villagers inside of a boat to a new trading hall, I put down water one block up to climb the hill, but when I go under the water whilst in the boat, the air bubble row above the hunger bar appears about halfway up the screen.

So when I created the world, I enabled the Plastic Texture Pack, and then started playing. I first noticed this issue with the texture pack on, and thought it was a problem with the texture pack, and just left it. The next day rolls around, and I launch Minecraft, go into my world settings and turn off the texture pack for my world and then join. I was still transporting villagers and noticed the air bubble row was still above where it should be. I don't exactly know how to upload a screenshot of my game as I play on Xbox, and am currently typing this on an Xbox. I don't have any other device right now to take a picture of it, so you need to take my word for it. I'll update the post if I copntinue to see this happening.
