[MCPE-174246] Wither's projectiles deal no damage (most of their damage comes from the Wither effect).

Steps to Reproduce:
Summon a Command Block and adjust the Command Block as shown

Observed Results:
Wither projectiles no longer deal damage over time. (no damage sometimes)

Expected Results:
Wither's projectiles deal damage over time.
