Powering a Hopper with Redstone should lock the items in place, and in basic use, it does. But in more complex situations, the hopper does not lock.
In the video, the hopper system on the left locks all items, but the hopper system on the right does not.
How to Reproduce-
(Shown in the Video) Locking Hoppers is still possible, but by placing down a chest, then 3
hoppers placed on top of the chest, and then another chest on top with a Redstone Block powering one of the hoppers constructed on the side of any of the 3 will make the hopper directly being powered to no longer lock, and none of the other hoppers lock, either. (Although at a different time, I have somehow managed to get hoppers diagonal to the redstone block locked, but I wasn't able to recreate it.)
Expected Result-
The hopper directly being powered with a Redstone Block should lock all items in place.
Edit-
The Hopper System that doesn't work can work properly only if the powered hopper directs blocks in the opposite direction on where the Redstone Block was placed. So if the Redstone block sat on the right, then the powered hopper would have to face to the left in order to lock and no hoppers can sit under the affected hopper. The image below shows this.

However, this issue is Working as Intended.
Locking a hopper only prevents that hopper from pulling items from above (either floating or in a container), and pushing items into other containers. Locking does not prevent the hopper below from pulling items out, nor does it prevent other hoppers from pushing items in, unless those hoppers are locked also.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
