When in Spectator Mode, a player just passes through a Nether or End Portal as if it's not there and active. I'd expect to still be able to access the other dimensions even if I'm in Spectator Mode.
How to Reproduce
Build a nether or go to end portal
Activate Portal
Switch to spectator mode.
Go inside the portal.
Observed Result
You cannot enter their dimensions in spectator mode.
Expected Result
You should.

Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
You should be able to use the /tp command to teleport yourself to another dimension in Spectator mode.
