In the latest update, clearing/obtaining the Night Vision effect by either drinking milk/potions or doing so with commands can bring some results:
Normal Result:
Night Vision is fully cleared or obtained.
Bugged Results:
Obtaining: The Sky and Entity's are brightened but Blocks are not affected.
Clearing: The Sky and Entity's are darkened but Blocks remain brightened.
Known Fix:
The only way I've been able to personally fix this bug is by changing my brightness.
Notes:
I tried replicating this bug on Mobile but I couldn't get it to work, so I don't know if this bug only affects Windows Platforms or if this is a problem on my end.
Also, when replicating, it may take multiple attempts for these effects to be seen.

After doing further testing, I've noticed that this now only happens if 'Improved Input Response' is turned On in 'Video Settings'. This bug may also be related to MCPE-175727

I experience the same with 1.20.30.1. Even the nether is pitch black (see screenshot)

After changing the brightness setting in the menu, it returns:
The bug did not exist in the previous version, before 1.20.30.
Platform is: Windows 10
The world runs on a Realm and is about ~70MB big.
I wear an aqua affinity helmet, but don't know if that matters.
I also observed the dark clouds in the overworld.

Overall, Yes.
Strange night vision behavior while clearing an Ancient City.
Sometimes Night Vision does not seem to work properly even after drinking another potion, it does not brighten blocks. Then after a few minutes it suddenly works. Status and 8 min countdown shown, having particles.
Might be related to Sculk Shrieks and/or Darkness effect having a longer effect, disabling Night Vision.
At one time Night Vision seemed to be fixed by triggering a Sculk Shrieker. It might not be connected, could be coincidence.
At an other time when Night Vision was working, the 8 min expired, but the effect remained for a few more minutes.
When I do not trigger Shriekers, with or without waking up the Warden, Night Vision seems to be ok.
Going back later to an Ancient City where previously were problems with Night Vision, just before I left, the problems remain.
