Resource packs that have been installed in the "resource_packs" folder no longer show up in the list. I understand that there are new blocks in the game and that resource packs created for 0.15.x will no longer work, but they don't even show up in the list like they did on previous builds.

you will need to update your pack to the 0.16 format here:https://minecraft.net/static/addons/add-on-template.zip. It's under the vanilla>client. And you need to change up the pack_id
