There is currently an ongoing issue with the Resource packs that the Mob Voting server uses. I believe that due to the time limit of the mob vote, this should be given urgent priority.
I was able to successfully download the resource packs for the Mob Vote server. However, after a few hours it's now giving me an error that it cannot download the resolution packs due to an error. The resource pack notification says that it is an 18.5MB download. However, the download bar only goes up to 11.6MB.
Other people are reporting bad packet errors when downloading the resource pack, both on consoles and on Minecraft for Windows. There also appears to be an error with the resource pack, such that some players are unable to create any worlds after downloading the resource pack and leaving the mob vote server. It's very strange that players are unable to create a new single player world.
