Issue
The new gamerule "showrecipemessages" is considered a cheat
Details
I'm not sure if this is an intentional thing or simply something unintentionally done during implementation, but showing and not showing recipe unlock messages isn't cheating. I shall create a feedback post if this isn't a bug.
Steps to Reproduce
Open a world with cheats disabled
Type "/gamerule showrecipemessages false" into the chat
Expected Outcome
Gamerule should update regardless of cheats being enabled or disabled
Actual Outcome
Gamerule is not updated and a message is displayed stating "Game rule 'showrecipemessages' can only be used if cheats are enabled in this world."
