Personally made skins and uploaded skins do not appear in skin creator menu.
Player skins do not appear when playing in single player mode or with friends.
The items from the shop do not appear on the player character when buying or changing the player skin.
default skin is Steve in every menu and will not change from Steve when prompted.
can not see alterations to new player skin when in skin creator mode or when the design has been saved.

Do you have any resource packs enabled in Settings > Global Resources? If so, does the issue still occur if you disable them?
Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete.
