Blue wither skulls and the wither can break light blocks

Steps to Reproduce:

1. /fill ~5 ~5 ~5 ~-5 ~ ~-5 light_block

2. Summon a wither

3. Stand inside the light blocks and switch to Survival mode

Observed Results:
Normal wither skulls cannot destroy light blocks, but blue wither skulls can.

Expected Results:
Blue wither skulls shouldn't be able to destroy light blocks.

Additional remarks:
Not only bule skulls can break the light_block,The act of wither itself to break the block will also destroy light_block.
