Bug Cobweb items in Minecraft version 1.20.70.20 which can overlap with Hud Items & other Items so that cobweb items always appear at the top, and this should not happen and should be fixed as soon as possible.
You can check this by taking the Cobweb and other items then place them on the Hotbar and try taking other items then move them past the cobweb then the cobweb item will appear above it
