Update: it's working properly, I just had a 20 villagers long streak of bad luck
In the experimental villager trades rebalance, expert level taiga armorers are supposed to have a chance to trade any type of diamond armor. However, in bedrock edition, they lack the chestplate and helmet trade, as shown below
