When I go to the dressing room, I find my 4 characters as Steve and the imported skin is nothing wrong with it. When I edit one of the characters yes everything is still there but it appears as Steve. And it is 1.20.60

This sounds like a duplicate of MCPE-178843. I left comments and pics there. Player customized skins are not loading correctly, I'm updated to the current version. This isn't an issue on my Xbox one, but is an issue on my android.
Please update the game to the latest release and see if the issue still occurs.
