[MCPE-179368] "Create from template" doesn't work on Preview platforms that support marketplace

The "Create from template" button in the new UI gives an error saying "Worlds by Creators are only available in the release version of Minecraft." This is an oversight, as the feature is available on Minecraft Preview for Windows from both the old UI and via the Marketplace.

Updated the title and description to match the button being renamed to "Create from template." Also updated the description to clarify this is an issue with the new UI; and to clarify how this is an oversight, as templates are still usable in the old UI and via Marketplace.
