Due to how Elder Guardians give mining fatigue on Bedrock Edition, Axolotl removing mining fatigue is useless

On Java Edition, Elder Guardians have a 1 minute cooldown for giving mining fatigue, meaning when drinking milk or using axolotl grants about a minute without mining fatigue.

However, Bedrock Edition doesn't have this cooldown. While it can be argued that not being able to simply drink milk and remove mining fatigue isn't good for game balance, this extends to axolotls as well. Back in the Minecraft Live for 1.17, axolotls removing mining fatigue was a major selling point, but on Bedrock Edition, the Elder Guardian instantly reapplies mining fatigue right after the axolotl removes it.
