[MCPE-179733] Loading on Xbox One S takes over 3 minutes to load

On Xbox One S, the loading times are extremely long. It loads faster on the preview.

Notes:

I wasn't able to record the entire loading sequence.
"Syncing user data" overlaps the title screen.
"Loading resource packs" appears when the title screen already appeared. It should appear immediately after "Syncing user data".

Loading times were improved in 1.21.0. Is this still an issue as of the latest release?
