Does this happen on a brand-new world with no add-ons and all default settings?
Have you tried restarting Minecraft (or even your device) after deactivating all non-default global resource packs?

icouldntget1 Another solution I find useful is reseting the game's data, have you tried doing that? You could also reset your minecraft settings, sometimes you may have something turned on that could prevent outline selection.

I'm unable to reproduce this as of 1.21.2. Is this still an issue? If so, please record a video of this happening without any add-ons/resource packs enabled and attach it to this report.
