[MCPE-18197] Non-passive mobs take knock back damage from splash potions and lingering potions

Try throwing any kind of splash potion or lingering potion at non-passive mobs. They behave like they took knock back damage from being hit.

I can confirm this happens on 0.17.0.2, also a better description is needed, someone add a part like "when you throw a potion at a polar bear it hurts the polar bear and it attacks you"

Just reconfirmed that this affects zombie pigman, but doesn't affect passive mobs such as villagers.
