elytra can't useable on air but in water can

You need to jump to make elytra start, you do that right?

I build tiny towers about 230 blocks.I stand and jump.When I hold forward move key,nothing happen unless free fall.

You need to click the jump again DURING the falling. This is the case in PC edition too.
