Fletchers don't Sell Oozing, Weaving, Infestation, or Wind Charged tipped arrows

Fletcher Villagers do not sell the new tipped arrows from the 1.21 update. 

Steps to Reproduce:

1. Open a new world, and grab Fletching Tables, Villager Spawn Eggs, and a bed.

2. Place at least one bed and 50 Fletching Tables

3. Use the Villager spawn eggs until you have 50 Fletcher Villagers. This gives us a ~99.5% chance of having a new arrow (presuming 50% chance for crossbow, and 50% chance for any of 20 tipped arrows, divided evenly for 2.5% chance of any given arrow)

4. Level all villagers up to master level, or use the following resource pack to see master level trades. - All Trades Visible Update 3 - Minecraft PE Texture Packs (mcpedl.com)

Observed result:
Fletcher villagers never have trades for the Arrow of Oozing, Arrow of Weaving, Arrow of Wind Charged, or Arrow of Infestation.

Expected result:
At least one of the Fletcher Villagers will have a master level trade for an Arrow of Oozing, Arrow of Weaving, Arrow of Wind Charged, or Arrow of Infestation 99.5% of the time.

Notes:
As of 1.21.1, the vanilla trading/economy_trades/fletcher_trades.json file (attached to this bug report) does not list the new tipped arrows in the list of tradable ones (the new tipped arrows have data values 44-47).
