I created a flat world and started building and I wanted to use the /fill command but I got a message in the chat saying "Cannot place blocks outside of the world". Of course, it is known that the flat world is now at Y -60, but when I tried to use the /fill command on positive Y numbers, it worked.

I can use /fill at negative y-levels just fine. You're most likely experiencing MCPE-154009, so I am resolving this issue as a duplicate.
