[MCPE-184530] Capes/Emotes tab sometimes shows featured items

In a previous report MCPE-183842, I found a bug in the dressing room, but I couldn't reproduce it; here are the steps:
Steps to reproduce:

Launch Minecraft Bedrock
Go to the Dressing Room -> Capes/Emotes

Observed result:
Rarely, featured items can show up instead of the capes/emotes you own.

Expected result:
The capes/emotes you own always show up.
