[MCPE-184669] Tutorial option does not appear sometimes

I opened my Android device to the tutorial settings but there is no tutorial options in general settings, and no tutorials in the right corner while you are playing.

Steps to reproduce:

Go to Settings -> General
Look for the Tutorial option

Observed result:
The tutorial option is gone.

Expected result:
The tutorial option is present in General settings.

This does not seem to affect the Windows Preview.

I looked and in the full release, it doesn't show up on Android but it does on Switch. Seems like an Android or Mobile only issue.

It happens both when entering the settings from the main menu and from the pause menu while you're in a world.
