Snowy (frosted) leaves can cause blue static to appear with RTX enabled

While it's snowing, oak leaves begin to glow brightly after changing from the usual green to white. When looking at it from close up, a bright blue static appears, initially in the place on the screen where the tree was, and then spreading across the screen. The spreading speeds up when looking around.
From what I've seen, the only way to disable this is to turn off RTX (either by using the hotkey or manually turning it off in the settings), or closing Minecraft entirely. Turning RTX back on after turning it off returns the blue static. Simply leaving the world and rejoining doesn't remove the static either.
I tried to manually recreate the glowing of the trees, but I was unable to.

EDIT: After some testing I discovered that this is definitely an issue with RTX itself and not the pack that I was using at the time. In fact, I even changed resource packs after leaving the world whenever the static appeared, and it was still there whenever I rejoined the world.
