You can enable RTX on minecraft bedrock if the game is running on integrated graphics, even if you are not running the game on an RTX GPU, as long as you have it installed in your computer, minecraft will run RTX, see the image attached.

How to reproduce:
Open windows settings
Go to "Graphics" Settings (System>Display>Graphics
Find Minecraft and set it to Power Saving, or add minecraft if it isnt there.
Launch minecraft with an RTX Texture pack. (any)
Observed Results: Minecraft RTX Doesnt run on the RTX GPU
Expected Results: Prevents you from using RTX
