In Minecraft: Java Edition, any gamerule can be changed when creating a new world, without needing cheats to be enabled. However, this is not the same in Minecraft: Bedrock Edition, as a very inconsistent amount need cheats, regardless of how "game-breaking" or cheat-like they are. For instance:
Both TileDrops and MobLoot can be disabled without cheats.
MobGriefing needs cheats, whereas TNT Explodes does not.
keepInventory needs cheats.
Bonus Chest and Starting Map can be enabled without cheats.
Although MobLoot can be disabled without cheats, MobGriefing needs cheats to be disabled.
Overall, I believe this should be on parity with Java, where any gamerule can be set on world creation, without enabling cheats - with a couple exceptions, such as CommandBlocksEnabled and Education Edition, whichΒ shouldΒ require cheats.
