nether wart doesn't detect observers when it grows but it detects it when it is placed, and on java edition observers can detect nether wart when it grows and that allows them to be automatic.
Expected result:
The nether wart would be place on soul sand and trigger observer.
Actual result:
The player holds and places nether wart down in a minecart and waits for it to be harvest.
