Top texture of block is not rendered when a monster spawner or barrier is placed on top at Y=64

Steps to Reproduce:

1. Place a block at Y=63

2. Place a monster spawner or barrier on top of the block

Observed Results:
The top texture of the block underneath the monster spawner or barrier is not rendered.

Expected Results:
The top texture should be rendered.
