0 tick powering pistons dont work (unlike in java)

when having 0 tick setups the either doesn't power, powers like a normal piston, or randomly powers but like a normal piston.

Expected result:
piston activates and deactivates in the same tick
(if its a sticky piston it would drop the block as-well)
What happens:
doesn`t power, powers like a normal setup, or randomly powers but like a normal setup

the picture below is an example of a randomly powering setup (this is vanilla just with resource packs)
