Glow berries cannot be modified with a behavior pack, as they are not recognised as a minecraft item

I am trying to modify the food stats of glow berries with a behavior pack. I cannot do this because the game thinks "minecraft:glow_berries" is a non-vanilla item. All other foods in this behavior pack of mine work fine, so i know the behavior pack itself is set up correctly. "minecraft:glow_berries" is the exact name provided in the vanilla example behavior pack and in the Wiki. Even loading the unmodified glow_berries file from the vanilla behavior pack will cause this issue. I don't know why this is happening or how to solve it.
