When you click on the classic skins button in the dressing room, the game has large fps drops and freezes as it attempts to load all of your skinpack rows. This seems to be most prevalent when you have a large amount of owned marketplace skinpacks.
To reproduce this issue:
Download at least 5 free skinpacks from the Marketplace
Restart your game
Once restarted and in the main menu, open the dressing room
Press the classic skins button/green coat hanger
Observed Results:
The game is having noticeable large drops in fps and short freezes as it attempts to load the skinpack rows, these fps drops and freezes slowly diminish over time as all skinpacks load in
Expected Results:
The game should not be having sharp drops in fps while loading your skinpacks in classic skins, and should operate smoothly in the background allowing you to seamlessly scroll through your skin rows and navigate to your owned skinpacks without you having to wait for freezes to subside
This bug, from what I have seen, is happening on all platforms for any user that has a large amount of owned skinpacks

As of yesterday, I am no longer able to reproduce this issue, or at least as consistently as I used to be. While there are still some occasional frame drops as skinpacks load in while loading this section of the dressing room after a game restart, they are nowhere near as extreme, long lasting, or consistent as they were when I first reported this issue. It seems like a fix was rolled out from the server side, thank you Mojang.
I would additionally like to add on to this report that the more owned skinpacks you have, the longer/worse the freezes occur when loading classic skins after a game restart
