[MCPE-189880] The sound of using hoes in Bedrock Edition doesn't match Java Edition

Using a hoe in Bedrock Edition to plow the soil emits the gravel step sound instead of emiting the actual soil plow sound like Java. I decided to report this bug myself since the other two reports I found were marked as invalid.

Resolving as a duplicate of MCPE-167133, which was resolved as Invalid due to it not being a valid parity issue.

Even if marked as invalid and resolved, this is a parity issue and should be fixed

It is a parity issue, but not a valid one. We only accept parity issues introduced in Buzzy Bees or later.

The grass path block sound issue was there since the grass path block was added way before buzzy bees and it was fixed recently. What's your excuse?
