Achievements awarded only after closing the game

There is a strange bug where achievements are only awarded when quitting the game. I have noticed that after doing the steps needed to obtain the achievements, the achievement is not awarded. Checking the in-game menus for the achievements shows no progress or obtainment. Neither does opening the Xbox game overlay. However once quitting the game completely and returning to your Windows desktop, the achievement is then awarded.

I have tested this with several different achievements, and all yield the same result: the achievement is only rewarded after quitting the game completely.
