Players Unable to Join Worlds W/ Marketplace Content Applied

Players are unable to join a host with Marketplace content applied. This includes Marketplace Worlds, Addons, Mashup Packs & Texture Packs too high in size est: ~25MBs. This LOCKS the world from multiplayer and no one is able to join. The download process hangs about half way, then disconnects the user joining the session. (Note: This has been tested from multiple platforms and Internet connections and the issue still persists.)

Steps to reproduce this issue:

1. Create a new world.
2. Apply Marketplace content to the world, ex: Actions and Stuff resource pack, Realistic Biomes addon, etc.
3. Invite another user to the World.

An unreliable solution is to toggle the "Shared Packs" in the Resource Packs tab located in the world's settings. The issue is that it doesn't work most of the time, so that is why the method is deemed unreliable.
The only option that's 100% reliable is not using marketplace content that has high Mb size.

This bug is a grueling experience, especially for Console users who also have the issue of the Cache folder not saving properly. They have to download the packs every single time, while it's extremely slow and disconnects frequently while attempting to join a multiplayer world w/ marketplace content.

The Console community kindly asks for your time for this specific issue, as we are buying content just for it it lock us from multiplayer. It is misleading and deceptive that nowhere it addresses that this will occur.
