Using jump in flight after teleportation

Steps to Reproduce:

Enter the command /tp ~ ~10 ~ while on the block, after teleporting, press jump until the player jumps.

For clarity, I've added a jump boost effect.

Observed Results:

The player will not jump

Expected Results:

Player will jump while in flight
