Shulker bullet gives 20 times longer levitation

Steps to Reproduce:

1. summon a shulker

2. let the shulker shoot bullet to you and get hit by it

3. wait for the levitation effect to expire

Observed result: the effect takes 200 seconds to expire

Expected result: the effect should take 10 seconds to expire like in release
