Custom skin won't apply.

This is working as intended. From the Character Creator FAQ:

Q: Will custom skins sync between devices and games like they do for custom skins in Java Edition?

A: No, we do not have plans for custom skins to sync between devices and games on Bedrock Engine-based platforms.
