Can you put Achievements in Minecraft PE Windows Phone 8.1 devices?

Unfortunately, these phones do not support Xbox Live.

But the other games are Xbox live enabled.

Like Age of Empires and Sims with Xbox Live. Why Minecraft can't enable it?
