[MCPE-194196] happy ghast and its related items are missing from all platforms

the happy ghast cannot be found it the bedrock release, the bedrock preview, any java snapshots and its release.

there should be the ghast but its not there. i searched the creative inventory, searched crafting, searched the nether, and searched trying to summon it. nothing.

i feel like files got left behind and this is why its a bug report. if it is just trying to figure out the last few kinks just tell me and i will take this down.

Since there is no mention of anything related to the Ghast in the release changelog, there is no expectation that this possible new mob variant will exist in the release.
