I bought the "festive Mash-up (Minecraft: Pocket Edition)" that says it releases 15 skins, but did not release those skins, is this a mistake?

I was able to receive all skins after purchase of festive mash-up pack. Maybe you were looking in the wrong location. Make sure you go to your skins page and look there for skins from that mash up pack. They should be unlocked. If this isn't the case, then you may want to restart your game and try again.
