"Create World" button no longer opens "Create World" screen

In the latest version of the "Play" screen, the "Create World" button no longer opens the "Create World" screen. Instead, it opens the "Create from Template" screen, which was previously done with the "Create from Template" button. Since the introduction of OreUI, these buttons have been separated, but now they are once again combined, as they were in JsonUI.

This leads to some issues:

It is an unnecessary extra step. Most players create normal worlds much more often than templates, so adding an extra step makes it unnecessarily slow for the majority of users.

It is expected that a button does whatever is written on it. But in the current version of the UI, the "Create World" button opens an additional screen where the actual "Create World" button is hidden.
