Window or start bar appears during play on Windows 10 or 11

The start bar appears when you drag the mouse all the way down, and the window bar appears when the mouse goes all the way up. While the start bar is on screen, you can accidentally select other apps, menus, or settings. I can not get a screen shot for you because as soon as I move the mouse, the bar retreats back to hidden.
