Slimes are not spawning in swamps and slime chunks and I also built a slime farm in slime chunks and there are not spawning.

They are spawning, at least in in slime chunks, but very rarely. It feels like "too much" spawn setting from 0.16 was replaced with "too little" in 1.0.0.
