Resource Pack Downloading error for Multiplayer

Recently, my friend was not able to join a world I created because they could not download the required behavior/texture packs. I was using the “Actions and Stuff 1.3” and “Realistic Biomes 1.2”, both by Oreville Studios. My friend would begin to join and then before the packs fully downloaded, received a “unable to connect to the world” error. I suspect it is a bug about downloading packs because as soon as I removed the behavior packs and made the resource packs optional to download, my friend could join if they choose not to download the resource pack.

My friend does not own these resource/behavior packs, but they should still be able to enjoy them from my world right? This was not a realm.
